Consultancy to Develop a Roadmap and Pilot Application of Outcome Harvesting for Inclusive Peace’s Peace Process Support and Accompaniment Work

  1. Background

Since 2018, Inclusive Peace has provided peace process support and accompaniment to a diverse set of stakeholders across a range of country contexts, including Colombia, Ethiopia, Sudan, South Sudan, Niger, Yemen, and Syria, amongst others. The nature of these engagements (and the contexts in which they are situated) often generates complex, non-linear outcomes that are not easily captured by conventional monitoring and evaluation approaches. In 2024, Inclusive Peace commissioned an external consultant to undertake a partner learning exercise, involving substantive consultations with partners who have received accompaniment support from Inclusive Peace. While the exercise drew out several insights regarding the value of Inclusive Peace’s accompaniment support (as well as shortcomings), the exercise also pointed to the need for more deliberate and coherent approaches to monitoring, evaluation and learning. In addition, there are a number of considerations which Inclusive Peace is keen to properly reflect in its monitoring, evaluation, and learning going forward, including:

• Mutual accountability with donors, partners and project participants, using methodologies which are well-suited to, and can help to reinforce, Inclusive Peace’s partnership approach, linking MEL efforts to efforts to jointly shape strategy and to inform and guide Inclusive Peace’s accompaniment work.

• Capturing the impact of IP engagements through qualitative inquiry, identifying concrete insights, examples, and lessons learned in relation to the outcomes and contributions catalysed, enabled, or advanced through Inclusive Peace’s support.

• Supporting organisational learning and improvement, as well as analysing areas of growth and diversification, which is critical to adapt to changes in the peacemaking and peacebuilding field.

• Strengthening Inclusive Peace’s ability to clearly articulate stories regarding our work and contribution, which can then inform any external communications/funding proposals etc (while recognising certain limitations due to sensitivities, etc.).

As such, Inclusive Peace is looking to engage an external consultant to develop a roadmap for integrating Outcome Harvesting across Inclusive Peace’s peace process support engagements, and to test its application through a pilot process centred around Inclusive Peace’s engagement in Niger.

 

  1. Purpose

The purpose of the consultancy assignment is two-fold:

• To design a roadmap for how Outcome Harvesting can be systematically implemented across Inclusive Peace’s peace process support work going forward, which takes into account asynchronous project timelines and designs, as well as existing internal learning and planning timelines and processes;

• To pilot the methodology in relation to Inclusive Peace’s ongoing engagements in Niger, generating evidence of its utility and adapting tools/ resources to Inclusive Peace’s peace process support engagements.

 

  1. Deliverables

• Inception report outlining the methodology, tools and final workplan (within two weeks of signature)

• Roadmap for applying Outcome Harvesting to Inclusive Peace’s peace process support engagements going forward (max. 15 pages)

• Pilot report documenting application of Outcome Harvesting to Inclusive Peace’s engagement in Niger, while also including an analysis and reflection of lessons learned regarding the use of Outcome Harvesting (max. 15 pages)

 

  1. Timeline

Inception phase (Weeks 1 to 3);

Roadmap drafting (Weeks 3 to 6);

Pilot implementation (Weeks 7 to 10);

Final reporting and presentation (Weeks 11 to 12)

The assignment is expected to be conducted over 25 working days spread between September and December 2025.

 

  1. Consultant Profile

• At least 10 years of experience in peacebuilding, governance, peace process support, or associated fields.

• Demonstrated experience in using Outcome Harvesting or other qualitative, participatory, and non-linear evaluation methodologies.

• Strong facilitation and process design skills, ideally involving engagement, bringing together diverse stakeholders from different organisational and contextual backgrounds.

• Strong analytical, writing, and communication skills in both English and French.

 

  1. Reporting and Management

The consultant will report to the Head of Peace Process Support and Partnerships, coordinating closely with Senior Peace Process Advisors involved in Inclusive Peace’s engagement in Niger, as well as other colleagues, as needed.

 

  1. Budget and Payment

A daily rate will be agreed with the consultant, based on qualifications and experience. Payments will be made in tranches linked to deliverables, to be finalised during the contract negotiations.

 

  1. Application Process

• A short technical proposal outlining approach, methodology, and timeline (max. 2 pages);

• A financial proposal with daily rate and estimated total cost (NB. the assignment is home-based, and no travel is foreseen).
