Eckhard Volkmann has over 10 years of professional experience in international cooperation working for the German government. Eckhard Volkmann managed large-scale civil society peacebuilding programs and evaluations; provided advice on peace, conflict, and fragile contexts; Women, Peace and Security (1325); regional integration, and trade negotiations, and developed both bilateral and multilateral policies and operational strategies in these areas. His regional expertise includes the Middle East and Sub-Saharan Africa. Eckhard Volkmann is a Namibian and German national.

Academic training & professional experience:

Eckhard Volkmann holds an MSc in International Agricultural Sciences (Humboldt University Berlin, 2002). He has worked as Senior Policy Advisor to the German Federal Ministry for Economic Cooperation and Development (BMZ) from 2007 to 2016. At the BMZ, he worked in the Divisions for Trade and Globalization; Peace and Security; and the Middle East. Among other portfolios, he managed the German Civil Peace Service (2009-2013), a 30 million Euro civil society peacebuilding program that is operational in 25 countries. Eckhard Volkmann was also responsible for BMZ’s multilateral commitments to Women, Peace and Security. In this context, he also contributed to the development of Germany’s national action plan for the implementation of UN-SCR 1325. In addition, he represented Germany at the European Council for negotiating the EU-ACP preferential trade agreements. Prior to his work at the Ministry, he worked for GIZ in Ghana, Tanzania, and Ethiopia. Until 1995, Eckhard Volkmann also helped manage the 14,000 hectares family cattle farm in Northern Namibia. He is also a postgraduate alumnus of the German Development Institute and a Fellow of Germany’s Federal Academy for Security Policy (BAKS).
